This type of footer can be seen on many websites, like Off Grid's, which is also built on Framer.

First you need to create a main frame that has all the sections on your website, then you need to put the footer on the breakpoint level with fixed positioning.
In the main frame, we have a last transparent section that has the same height as the footer.
When we reach the end of the sections, the footer will be revealed from behind the main section.
